On July 14, the U.S. Department of Energy (DOE) <a href=\"https:\/\/www.energy.gov\/articles\/secretary-granholm-announces-new-goal-cut-costs-long-duration-energy-storage-90-percent\">announced<\/a> the launch of \u201cLong Duration Storage Shot,\u201d part of DOE\u2019s new \u201cEnergy Earthshots Initiative\u201d to accelerate breakthrough energy technologies. Storage Shot builds on years of bipartisan initiatives on energy storage, including the Trump Administration&#8217;s Energy Storage Grand Challenge (ESGC), launched in January 2020, the BEST Act (Better Energy Storage Technology), enacted last December as part of the Energy Act of 2020, and a multi-year effort by Republican and Democratic appropriators in both the House and Senate.<\/p>\n\n\n\n<aside class=\"float-right\" style=\"text-align: center;padding-left: 30px\"><img decoding=\"async\" class=\"clearpath-lightbox-img alignnone wp-image-5112 size-full lazyload\" data-src=\"https:\/\/saperemarketing.com\/clearpath\/wp-content\/uploads\/sites\/67\/2021\/07\/best-act.jpg\" alt=\"\" width=\"500\" height=\"148\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 500px; --smush-placeholder-aspect-ratio: 500\/148;\"><\/aside>\n\n\n\n<p>To understand DOE\u2019s latest announcement, it\u2019s worth reviewing how we got here. In May 2019, U.S. Sen. Susan Collins (R-ME) authored the <a href=\"https:\/\/clearpathaction.org\/legislation\/better-energy-storage-technology-best-act-h-r-2986-s-1602\/\">BEST Act<\/a> to accelerate innovative energy storage technologies. Shortly after that, a companion bill was introduced in the U.S. House of Representatives, by Reps. Bill Foster (D-IL), Jaime Herrera Beutler (R-WA), Sean Casten (D-IL), and Anthony Gonzalez (R-OH). Specifically, the BEST Act authorized energy storage research and development (R&amp;D) programs at DOE and, crucially, called for DOE to invest in at least five energy storage demonstration projects by 2023. The BEST Act received bipartisan, bicameral support, with 23 co-sponsors in the Senate and 102 co-sponsors in the House.<\/p>\n\n\n\n<p>While Congress was working to bolster DOE\u2019s energy storage authorities, DOE was developing a strategic plan to more effectively implement its existing activities. In January 2020, then-Secretary Dan Brouillette announced the <a href=\"https:\/\/www.energy.gov\/articles\/us-department-energy-launches-energy-storage-grand-challenge\">Energy Storage Grand Challenge<\/a>, a comprehensive strategy to position the U.S. for global leadership in the energy storage technologies of the future.<\/p>\n\n\n\n<p>With that announcement, the Secretary directed an internal DOE working group, which I co-chaired, to develop the Department\u2019s first-ever energy storage roadmap. DOE spends about $400 million per year on energy storage R&amp;D (and that number has grown year after year due to strong support in Congress), yet the Department never had an overarching R&amp;D strategy. Throughout 2020, the working group convened experts from across the DOE complex and established five tracks, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Technology Development<\/strong>: Establish ambitious, achievable performance goals, and a comprehensive R&amp;D portfolio to achieve them;<\/li>\n\n\n\n<li><strong>Technology Transfer<\/strong>: Accelerate the technology pipeline from research to system design to private sector adoption through rigorous system evaluation, performance validation, siting tools, and targeted collaborations;<\/li>\n\n\n\n<li><strong>Policy and Valuation<\/strong>: Develop best-in-class models, data, and analysis to inform the most effective value proposition and use cases for storage technologies;<\/li>\n\n\n\n<li><strong>Manufacturing and Supply Chain<\/strong>: Design new technologies to strengthen U.S. manufacturing and recyclability, and to reduce dependence on foreign sources of critical materials; and<\/li>\n\n\n\n<li><strong>Workforce<\/strong>: Train the next generation of American workers to meet the needs of the 21st century electric grid and energy storage value chain.<\/li>\n<\/ul>\n\n\n\n<p>After the Secretary launched the ESGC, the DOE working group organized a series of virtual stakeholder meetings throughout the spring and issued a Draft Roadmap for public comment in July 2020. Meanwhile, DOE continued to invest in cutting-edge energy storage projects, including a <a href=\"https:\/\/www.energy.gov\/eere\/articles\/battery-recycling-prize-announces-phase-ii-prize-winners\">battery recycling prize<\/a>, partnerships to scale up <a href=\"https:\/\/www.energy.gov\/eere\/amo\/articles\/energy-department-fund-national-laboratories-establish-industry-partnerships\">battery manufacturing<\/a>, and <a href=\"https:\/\/www.energy.gov\/articles\/energy-department-announces-approximately-64m-funding-18-projects-advance-h2scale\">hydrogen storage<\/a> projects, among others.<\/p>\n\n\n\n<p>In December 2020, two major milestones occurred: 1) Congress passed and President Trump signed into law the Energy Act of 2020, which included the BEST Act; and 2) DOE published the final <a href=\"https:\/\/www.energy.gov\/energy-storage-grand-challenge\/articles\/energy-storage-grand-challenge-roadmap\">Energy Storage Grand Challenge Roadmap<\/a>.<\/p>\n\n\n\n<div class=\"center\" style=\"text-align: center;padding-right: 20px\">\n<p style=\"font-size: 24px\"><span class=\"md-bold\" style=\"color: #9d1c20\">DOE&#8217;s Energy Storage Grand Challenge Roadmap<\/span><\/p><img decoding=\"async\" class=\"clearpath-lightbox-img alignnone wp-image-5112 size-full lazyload\" data-src=\"https:\/\/saperemarketing.com\/clearpath\/wp-content\/uploads\/sites\/67\/2021\/07\/energy-storage-grand-challenge-roadmap-7-21-01.jpg\" alt=\"\" width=\"800\" height=\"590\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/590;\">\n<\/div>\n\n\n\n<p>The DOE Roadmap focused resources from across the Department to accelerate energy storage innovation in pursuit of three central goals: \u201cInnovate Here, Make Here, Deploy Everywhere.\u201d The Roadmap also established ambitious performance targets, including a 90% reduction in the cost of long-duration, grid-scale storage applications, down to $0.05\/kWh by 2030, which is also the foundation of today\u2019s Storage Shot launch.<\/p>\n\n\n\n<p>These goals build on the BEST Act, which directed DOE to develop a 10-year strategic plan with quantifiable metrics. The ESGC and BEST Act goals <a href=\"https:\/\/saperemarketing.com\/clearpath\/our-take\/a-grand-opportunity-for-energy-storage\/\">provide a framework to bolster American competitiveness<\/a> by ensuring the technological innovations invented in America can be manufactured domestically and exported around the world.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Bipartisan Energy Storage Support Continues<\/h4>\n\n\n\n<aside class=\"float-right\" style=\"text-align: center;padding-left: 30px\">\n<p style=\"font-size: 22px\"><span class=\"md-bold\" style=\"color: #9d1c20\">A \u201cLaunchpad\u201d Grid-Scale Storage Partnership<\/span><\/p><img decoding=\"async\" class=\"clearpath-lightbox-img alignnone wp-image-5112 size-full lazyload\" data-src=\"https:\/\/saperemarketing.com\/clearpath\/wp-content\/uploads\/sites\/67\/2021\/07\/launchpad-partners-7-21.jpg\" alt=\"\" width=\"450\" height=\"343\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 450px; --smush-placeholder-aspect-ratio: 450\/343;\">\n<\/aside>\n\n\n\n<p>One of the foundational investments under the ESGC that has enjoyed bipartisan support is the Office of Electricity\u2019s Grid Storage Launchpad (GSL). In August 2020, Secretary Brouillette led an <a href=\"https:\/\/www.energy.gov\/oe\/articles\/secretary-brouillette-and-assistant-secretary-walker-help-dedicate-grid-storage\">official groundbreaking<\/a> at the Pacific Northwest National Laboratory (PNNL). The $75 million GSL will serve as a resource hub to develop, prototype, and test emerging grid-scale battery chemistries, including zinc manganese and sodium-based batteries.<\/p>\n\n\n\n<p>Support for the GSL has continued under the new Administration, when in March 2021, Secretary Jennifer Granholm <a href=\"https:\/\/www.energy.gov\/articles\/doe-launches-design-construction-75-million-grid-energy-storage-research-facility\">unveiled<\/a> further details about the design and construction of the facility. When completed, DOE expects the GSL to accomodate 30 research laboratories, including testing chambers to assess new storage technologies under real world operating conditions.<\/p>\n\n\n\n<p>One of the key insights of the BEST Act and the ESGC is that R&amp;D is necessary but not sufficient for the U.S. to be the world leader in advanced energy storage technologies. Beyond basic and applied research, DOE\u2019s initiatives, continuing under Storage Shot, focus on accelerating the transition of new technologies from the lab to the market, developing ways to enable cost-effective domestic manufacturing, and bolstering secure and reliable supply chains that do not depend on <a href=\"https:\/\/saperemarketing.com\/clearpath\/tech-101\/supply-chain-for-lithium-and-critical-minerals-is-critical\/\">foreign sources of critical minerals<\/a>.<\/p>\n\n\n\n<p>DOE\u2019s Storage Shot initiative builds on years of bipartisan support for energy storage innovation. As DOE\u2019s press release explains, \u201cDOE developed the Long Duration Storage Shot target through its crosscutting Energy Storage Grand Challenge.\u201d With the BEST Act authorizations, robust appropriations for storage programs, and the Energy Storage Grand Challenge Roadmap in hand, DOE\u2019s Storage Shot is well-positioned to accelerate the demonstration and commercialization of next-generation energy storage technologies.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bipartisan support for energy storage innovation is strong and growing.
